Nurturing Leaders of Good Character and Active Contributors
At Sembawang Secondary School, Character and Citizenship Education (CCE) is central to our commitment to nurture civic-minded Leaders and Change-Makers with a strong moral compass.
Guided by MOE's CCE 2021 Curriculum Frame and our school’s commitment to developing caring, confident and resilient leaders who contribute to the community, we seek to nurture students of good character who possess the social-emotional competencies, values and dispositions to navigate life with confidence, build meaningful relationships and contribute positively to society.
Our CCE curriculum is anchored in the core values of Respect, Responsibility, Resilience, Integrity, Care and Harmony, and guided by the three big ideas of Identity, Relationships and Choices. Through their CCE journey, students deepen their understanding of who they are, learn to relate meaningfully with others, make responsible and values-based choices, and develop a sense of purpose.
The CCE Experience at Sembawang
We believe that character and citizenship are developed not only through what students learn, but also through what they experience, practise and contribute.
CCE is enacted through CCE lessons, Form Teacher interactions, Student Development Experiences, school programmes and authentic learning opportunities within and beyond the classroom. Our teachers serve as significant adults who role-model good character, capitalise on teachable moments and guide students to reflect on their experiences.
Through purposeful conversations, reflection, experiential learning and service, students are progressively empowered to learn, reflect, apply, lead, advocate and contribute. Opportunities for student voice, agency and advocacy enable them to take increasing ownership of their learning and make a positive difference to those around them.
Our CCE learning experiences encompass National Education, Mental Health, Education and Career Guidance, Cyber Wellness, Family Education and Sexuality Education, complemented by school-based experiences such as Values in Action and Eco-Stewardship.
Education and Career Guidance
Education and Career Guidance (ECG) supports students in discovering their strengths, interests and aspirations, and equips them to make informed decisions about their future.
Our progressive ECG journey begins with self-awareness and self-management in Secondary 1, progresses to making choices in Secondary 2, charting post-secondary pathways in Secondary 3, and culminates in career planning and preparing for post-secondary education admissions (e.g. Early Admissions Exercise) in Secondary 4/5. Students are supported through CCE lessons, talks, career exploration experiences, counselling and authentic learning opportunities with Institutes of Higher Learning.
Through these experiences, students grow in confidence and develop the adaptability and self-directedness to navigate their educational and career pathways with purpose
Cyber Wellness
Our Cyber Wellness programme develops discerning, respectful and responsible digital citizens who are able to navigate the online world safely and positively.
Beyond developing students' knowledge and skills, we empower our Cyber Wellness Student Leaders to exercise student agency and advocate for cyber wellness and mental well-being. Through peer engagement, school-wide activities and partnerships with community agencies, they deepen their own learning while positively influencing others.
In doing so, students learn that responsible digital citizenship is not simply about protecting themselves online, but also about contributing towards a safe, respectful and caring digital community
Raising cyber wellness awareness among elderlies
Values in Action
Values in Action (VIA) provides authentic opportunities for students to put values into action and contribute meaningfully to the community.
Our VIA programme adopts a progressive approach across the secondary years. Students engage in environmental conservation advocacy within the school and community, and service-learning with seniors. Through these authentic experiences, students develop empathy, social-emotional competencies and a deeper understanding of the needs of others.
Students are encouraged to move beyond participation towards greater ownership and purposeful action — developing into Leaders and Change-Makers who recognise needs, exercise agency and contribute to the common good.
National Education and Citizenship
National Education develops in our students a strong sense of belonging to Singapore, an appreciation of our shared experiences and an understanding of the opportunities and challenges facing our nation.
Through CCE lessons, contemporary issues discussions, learning journeys and the commemoration of key National Education events, students encounter diverse perspectives, deepen their understanding of Singapore and reflect on what it means to be a citizen.
These experiences seek to develop the dispositions of a sense of belonging, a sense of reality, a sense of hope and the will to act — nurturing informed and concerned citizens who remain rooted in Singapore and are willing to play their part in shaping our collective future
Eco-Stewardship
Eco-Stewardship develops in students an understanding of their responsibility towards the environment and empowers them to take meaningful action for a sustainable future.
Students participate in environmental learning and conservation efforts, while Eco-Stewardship Student Leaders are further developed as advocates for environmental awareness and sustainability. Through partnerships with community agencies, peer engagement, school-wide sharing and class-based activities, student leaders exercise agency and inspire others to make responsible choices for the environment.
Through these experiences, students learn that positive change can begin with everyday choices — and that they have the capacity to influence others and contribute towards a more sustainable community

Ultimately, CCE at Sembawang Secondary School is about helping every student discover who they are, what they stand for, how they relate to others, the choices they make, and how they can contribute.
Through a supportive environment and meaningful opportunities to learn, reflect, apply, lead and serve, we seek to nurture young people who possess the character to make responsible choices, the resilience and confidence to navigate challenges, and the conviction to make a positive difference.
